本計畫旨在建立重點監控橋梁率定方法與其多重觀測指標操作方式,同時根據集水區觀測資料進行率定、驗證與更新「跨河橋梁安全預警系統」系統之相關參數,並建立大甲溪馬鞍壩下游至石岡壩之跨河橋梁河道水理模式,更新「跨河橋梁安全預警系統」以提供跨河橋梁防災之實務應用。首先,本計畫將根據歷史颱洪事件之雨量資料推算下游重點監控橋梁處對應的水位。再透過不同觀測指標組合進行多重觀測指標操作方法研究,將石岡壩以上雨量站分為上、中、下游等3區,建議採用的指標組合為下游區域面積平均雨量2小時前之時雨量與馬鞍壩1小時前之放流量,以簡單線性回歸方法可合理預測石岡壩下游重點橋梁斷面之水位,可提供跨河橋梁安全預警系統進行橋梁安全評估。並編撰操作手冊與舉辦教育訓練,以供現場工作人員快速分析橋梁安全之用;同時蒐集歷史觀測資料,更新與驗證「跨河橋梁安全預警系統」各子模組之參數,並擴增預警對象至石岡壩上游重點跨河橋梁,研究成果期能提供橋樑管理單位進行可能災害之預警參考。

  • ABSTRACT

This project aims to develop and validate the basin management approach of river-crossing bridges to prevent possible disasters. In this project, the multiple-observation-index method will be established to assess the safety of river-crossing bridges. And the “Safety Warning System of River-Crossing Bridges” (SWSRCB) will be enhanced through recalibration of model parameters. First, the flood stages of the river-crossing bridges in the downstream of Dajia River will be generated from the SWSRCB by using historical rainfalls. Based on the spatial correlation analysis, the raingauges in the upstream of ShihKang Dam can be classified into three homogeneous regions (up, mid and down). The results reveal that the linear regression methods show good performances for converting multiple-observation-indexes into water stages in the downstream of ShihKang Dam. From the handbook and training course of the proposed multiple-observation-index method, the engineers can learn how to assess the safety of bridge quickly and exactly. For the enhancement of SWSRCB, the up-to-date data will be collected to recalibrate the parameters of each sub-model; validation of SWSRCB will be executed in proof of system reliability. Moreover, the safety warning for two additional bridges in the upstream of Shih-Kang Dam will be included into the SWSRCB. The aforementioned analysis results are expected to provide the bridge administrative department for early warning of bridge damage.
